城镇化进程中的农民土地权益保护问题

随着我国城镇化建设的不断加快推进,广大失地农民土地权益在一定程度上受到了侵害,继而对新型城镇化的建设进程,以及对国家经济社会的稳定健康发展,都产生了一定的不利影响。从法律、产权等制度的层面展开探讨,能够厘清农民土地权益受到侵害的主要原因。明确界定公共利益、完善土地征收程序、提高征地补偿标准、推进城乡土地市场一体化,以及建立完善的建设用地使用权制度,是维护我国农民土地权益的根本路径。

As China＇s urbanization continues to accelerate, the land rights and interests of farmers are in- fracted in a certain extent, and then produce adverse effects to the construction process of new urbanization as well as the sustainable development of national economy. The main reason that farmers＇ land rights and interests have been infringed can be clarified from investigating the institution of legal and property right. From the paths of defining the public interests clearly, completing the land expropriation procedures, impro- ving the standards of land acquisition compensation, promoting the integration of urban and rural land mar- ket, and establishing a sound using rights system of construction land, we can safeguard farmers＇ land rights and interests in china.
