摘要
为了提高防灾安全监控系统建设的科学性与系统的可用性,完善系统功能,更好地发挥系统作用,达到减灾的目的,文章对目前防灾安全监控系统的建设方案及系统组成、功能进行了简述,并通过对目前监控系统建设中的风监测布点、地震监测布点、异物侵限双电网技术、网络构成、系统的兼容性、单一雨量监测方案选择等6个方面的建设现状进行分析,指出了存在的主要问题或不足。文章有针对性地提出了风监测布点的评估,地震监测布点的综合利用,异物侵限依据监测对象和现场条件采用不同的技术,规范网络结构及安全性要求,统一中心系统的建设,统一接口标准,单一雨量监测方案选择应考虑的因素等7个方面建设性的改进建议,达到完善系统的目的。
In order to improve scientificalness and availability of the disaster prevention safety monitoring system construction, perfect its function, better play the role of mitigation, the construction Scheme, system composition and function of disaster prevention safety monitoring system are briefly Introduced in the paper. Then through the construction status analysis on six aspects: wind monitoring sites, seismic monitoring distribution, foreign invasion dual grid technology, network configuration, system compatibility and single rainfall monitoring scheme selection, the main problems existed in current system have been pointed. At last the constructive suggestions from seven aspects such as wind monitoring sites assessment, comprehensive utilization of earthquake monitoring distribution, foreign invasion using different techniques based on monitoring objects and field conditions, standardizing network structure and security requirements, unifying central system construction, unifying interface standard, factors considered for single rainfall monitoring scheme selection have been put forward to perfect the system.
