我国是一个多山的国家，山地、高原和丘陵占了国土面积的三分之二。道路交通运输是山区运输的主要方式。自从汽车诞生至今，全世界已经有近5000万人死于交通事故，道路交通事故日益成为世界最大的公害。制动系统失效问题造成的公路运输事故比率高达70％以上。
