摘要
作为政府公共行政行为的城市规划，为了保证其公平、公正、公开性，达到民主化、科学化与法治化的要求，必须引进相应的行政程序。听证程序对于优化城市规划行为作用重大，作者系统分析了城市规划与听证程序的内在统一性，阐述了在城市规划的不同环节与阶段运用听证程序的作用与方法。
In order to ensure justice and openness,appropriate administrative procedure should be introduced into planning performance. Public hearing plays great effect on the behaviour functioned by planning.The author explains the method of hearing procedure in various stages of planning work.
