中国无障碍环境建设现状、问题及发展对策

The Status Quo,Problems and Countermeasures in the Construction of Barrier-free Environment in China

无障碍环境是保障残疾人平等参与社会生活的必要条件,是中国社会保障制度的一项重要内容。近些年来,无障碍环境建设取得了巨大成绩,但仍存在全社会无障碍意识有待进一步提高,一些新建无障碍设施不规范、不系统,相当部分城市已建设施未进行无障碍改造,无障碍设施管理亟待加强,信息交流无障碍建设、残疾人家庭无障碍改造、农村无障碍建设较为滞后等问题有待解决。为了切实贯彻《无障碍环境建设条例》,须建立健全长效工作机制,加快推进已建设施改造,加快发展信息交流无障碍,提高无障碍社区服务水平。

Barrier - free environment is necessary for the disabled to be into the society and also an important system of Chinese social security. Some achievements have been made, but there still exist some problems such as consciousness, facilities, system, information and so on, and especially in the countryside these problems are worse. To improve this condition, longtime working mechanism should be set up, facilities should be improved, information communication should be strengthened so that barrier - free service may be improved a lot.
