在当下中国社会转型期,流动人口的代际差异使得城市的容纳能力与融入愿望、主流文化与亚文化产生了强烈的冲突,加之外部控制力量不足和内部控制力量的弱化,导致流动人口犯罪问题十分突出。究其根源,不在于惩罚力度之弱而在于社会制度的不公平和社会管理体制的落后。完善流动人口的社会融入制度、创新流动人口的社会管理体制,自然而然成为预防和控制流动人口犯罪的根本切入点。

In the present society in transition, intergenerational differences made the city＇s capacity of floating population and into aspirations, mainstream culture and subculture had strong conflicts, coupled with the lack of external control and internal control power weakened, resulting in very prominent problem of floating population crimes, tracing its origin not so much to punish the weak but in social injustice and backwardness of social management system. Perfecting the system of social integration of floating population, innovation becomes the floating population community management system for the prevention and control of the floating population crime the fundamental starting point.
