农业适度规模经营的实现路径研究

农业适度规模经营是我国现代农业发展的必然之路,是中国农业改革发展的第二次飞跃。从理论上厘清农业适度规模经营的内涵、基本条件等问题具有重要现实意义。农业适度规模经营的实现没有固定模式,不同区域不同阶段的实现路径都不相同。在推进规模经营时应充分保障农民的土地承包经营权,支持并且鼓励家庭经营,同时要积极发展农业社会化服务体系。在大量调研的基础上概括出几种典型的农业适度规模经营实现路径,并提出相应的政策建议。

Faming on an optimum scale is a necessary way for developing Chinese modern agriculture; it＇s the second leap in the process of agriculture reform. It has a profound and far reaching significance to clarify the definition of optimum scale, basic conditions and other key problems theoretically. There is no set format for realizing the pattern of farming on a optimum scale, and the paths varied from place and place. Protect the right of operation of land contracted by peasants when realizing large-scale operations is significant, and supporting and encouraging household management is necessary. It＇s also recommended that establish and improve a commercialized rural service system. Based on many studies, this paper pointed out several typical realization approaches of faming on an optimum scale, and came up with relative policy suggestions.
