群众路线凝聚着中国共产党的宝贵经验,随着时代的发展内涵不断丰富;群众路线在中共党章修订中的变化体现了其发展的历史脉络,成为党章中的根本问题。中共七大党章首次载入群众路线的基本精神,十二大党章首次写入其基本内涵,十四大党章完整规范表述党的群众路线。新世纪以来,尽管群众路线的内容在党章中并没有作出新的调整,但随着"以人为本"执政理念的深入、人民民主的发展、党的建设的推进,群众路线逐步从理论发展走向实践创新。

The connotation of the Mass Line of the CPC embodies valuable experience and has been constantly enriched with time and its expressions vary in the former three amendments of the party constitution,which demonstrates its historical development track and has become a basic issue.In the 7th Nation Congress of the CPC,the Mass Line concept was first introduced into the party constitution.The 12th National Congress defined the main connotation of the Mass Line and the 14th National Congress detailed its complete and standard expression.In the 21st century,although there has been no further adjustment in its expression,the Mass Line gradually transforms from theoretical development to practical innovation with the deepening of'people first'administrative theory and the development of humanity and democracy.
