摘要
基于提高知识员工创新能力,实现助力企业技术创新的基本理念,开展支撑企业技术创新和惠利知识员工的比较研究;围绕科协组织自身的资源优势,探索新形势下助企惠工的新方法和新渠道;以系统工程和顶层设计的研究方法,构建了助企惠工的整体实施模式和运作框架。结果表明:助企惠工层次框架由"一个平台和两个行动"组成,包括3个目标层、10个基准层和25个行动层;理性而逻辑地谋略和设计了巩固提升行动和创新因子行动,能够达到充实、提高、深化和拓展助力企业和惠利知识员工技术创新的目标。
Based on the basic idea of improve the innovation ability of knowledge employee to help enterprise technology innovation,CAST supporting technological innovation of enterprise and knowledge employee were comparative studied.The new methods and new channels were discussed by means of its own resources under the new situation,and the overall implementation of the pattern and operational framework was established by the research methods of systems engineering and top-level design.The results show that the framework consists of one platform and two actions,including the three target layers,10 base layers and 25 action layers.Furthermore,some consolidate with enhance and innovation factor actions were logic designed rationally,and it is able to enrich,improve,deepen and expand the goals of supporting technological innovation of enterprise and knowledge employee.
