边疆少数民族地区扶贫开发绩效评价——以新疆南疆三地州连片特困地区为例

Performance evaluation of poverty alleviation and development in ethnic minority border areas —In case of the impoverished areas of the three connected districts in South Xinjiang

新阶段民族地区反贫困的成效,关系到我国区域协调发展以及全面建成小康社会奋斗目标的实现。以贫困发生率最高的新疆南疆三地州连片特困地区为研究对象,构建边疆少数民族地区扶贫开发绩效评价指标体系,运用综合评价分析法,分析新疆南疆三地州扶贫开发绩效。研究结果表明:新疆南疆三地州的扶贫开发绩效在逐年提高,但增幅在减缓,其中,社会发展水平年均增幅最高,其次是生产生活水平和经济发展能力,而生态环境改善年均增幅最小。基于此,对新疆南疆三地州提高扶贫开发绩效水平提出相关的建议。

The new national anti-poverty campaign is related to regionally coordinated development in China and furtherly to a comprehensive well-off society. This paper took the impoverished areas of the three connected districts in South Xinjiang as the research target, set up a performance evaluation index system for poverty alleviation and development specifically for the ethnic minority border areas in Xinjiang. Then comprehensive evaluation method was used to evaluate the performance in these areas. The results showed that the the performance effect increased, but the growth was slowing down. Among the findings, the social development increased the fastest, followed by that of the production and living standard, and the ecological improvement was the least. Suggestions for better achievement were provided.
