摘要
老龄化的加剧使养老问题日益突出。"以房养老"盘活了老年人群存量的不动产,是一种商业化的补充养老工具。由于我国目前所面临的产权制度、房屋处置以及观念挑战等风险,给该养老模式的推行带来了阻碍。政府明确"以房养老"试点后,价值评估、产权归属以及金融风险防范,无疑将是试点中的重要内容。目前,"以房养老"亟需培植"好的养老产品",并进行严密的制度设计。该养老模式有待市场的检验,通过发现问题、提出整改措施,进而制定一个比较完善的"以房养老"机制和体系。
The elder careissue has become increasingly prominent with the intensified aging population. "House-for-pension scheme", invigorated the stock of immovable properties ofthe elderly population , is a supplementary commercial toolfor pension. Because of the present system of property rights, housing disposal and traditional ideas, risks exist, which become obstacles to the implementation of newpension modes. While the government explicits "House-for-pension scheme" asexperiements, value e- valuation, property ownership and financial risk prevention, will undoubtedly be the important contents in the experimental units. Currently, good productsfor "House-for-pension scheme" want to be implanted, and thesystem design needs to be carried on. "House-for-pension scheme" will be developed through market test by discovering problems, putting forward the rectify and reform measures, and then drawing up a more perfect "House-for-pension scheme" mechanism and system.
