摘要
重复违法现象严重危害社会安全,但是在现有制度体系框架内,无法得到有效治理。应建立起教育矫治制度,针对具有重复违法危险的人群,采取教育、矫正、治疗的手段来控制重复违法行为的发生。
Habitual violations seriously harm our society,but they can not be governed effectively under the existing legal framework. A system of education,correction and remedy concerning those who are inclined to offend again should be established.Therefore it is suggested educating, correcting measures should be taken in order to control the repeated violations.
