论我国公民参与政府部门绩效评估的现状、问题与对策

Exploration on Current Status,Problem and Strategies as to Chinese Citizens' Participation in Governmental Performance Appraisal

公民参与政府部门绩效评估有着重要的作用,目前我国已形成了珠海模式、杭州模式、杨浦模式等多种模式。但是,公民参与政府部门绩效评估还面临许多问题和困难,如缺乏相关制度保障、对公民参与政府部门绩效评估认识不足、公民参与程度有限等。加快我国公民参与政府部门绩效评估的进程,需要构建起参与评估的制度保障体系,增强参与评估的认知度和参与度,选择合理的评估方法,保障评估的科学性和可操作性。

Citizens＇participation in government＇s performance appraisal plays a critical role, the modes of Zhuhai, Hangzhou and Yangzhou have formed currently. Yet such participation still con- front much difficulties： the lack of relative systems＇guarantee, inadequate awareness towards citi- zens＇participation in government＇s performance appraisal, the limitation of citizens＂ participation. To accelerate the process of Chinese citizens＂ participation in government＇s performance appraisal requires to construct systems＇guarantee, strengthening awareness and recognition, choosing sound appraising approaches and guarantee a scientific and operative features of appraisal.
