我国高校招生政策价值取向探析

高等教育承载着培养高水平、创新型人才的历史使命,而高校招生政策在其中扮演了桥梁性角色。价值取向是高校招生政策制定的决定性因素。新中国成立60多年来,我国的高等教育招生政策随着经济社会发展形势的嬗变而不断变化,经历了几个特殊的历史阶段。从公共政策属性分析、招生政策价值取向分类、不同时期价值取向等多个角度分析,得出扩招背景下我国高校招生政策价值取向的内涵界定,公平与效率是高校招生政策最重要的价值选择向度。

Tertiary education bears the objective and assignment of cultivating high innovative talents, while the university enrollment policies play an important role as a bridge between them. Value orientation is the decisive factor in university enrollment policy-making. Since the foundation of the People＇s Republic of Chi- na, our tertiary education enrollment policies have gone through several historical stages, changing with eco- nomic and social development situation. This paper analyzes from multiple aspects, including the analysis on public policy, the classification of enrollment policies value orientation and values in different periods and comes to the conclusion that fairness and efficiency are the most significant value choice of university enroll- ment policies.
