青岛市小城镇发展案例研究——以胶州市铺集镇为例

近年来,青岛胶州市铺集镇在小城镇的发展定位、强化产业支撑、完善城镇功能等方面进行了积极探索,走出了一条边界发展型小城镇的特色之路。其经验主要有:坚持规划引领,构筑现代化小城镇发展框架;坚持产业强镇,以产业化、工业化带动小城镇发展;以完善的基础设施、配套的公共服务促进小城镇发展;注重特色活镇,以独特的景观风貌、鲜明的地域风情提升小城镇发展。在未来发展中,还应在坚持农民主体、加快制度创新等方面加大对现代化小城镇建设的扶植力度。
