人居环境视角下的农村客运交通发展研究

Study of Rural Passenger Transport Development from Perceptive of Human Residence

"农村客运交通"是指连接城区(或县城)与乡镇、乡镇之间、乡镇与行政村以及村村之间的农村客运班线。农村客运交通服务是城乡人居环境质量评价的重要社会指标之一,也是国家推进城乡公共服务均等化的战略举措。将交通服务作为公共服务的定位体现了其公共物品与社会福利的基本性质。由于一系列内外因素的制约,当前农村客运交通存在区域发展不平衡、安全问题突出等主要缺陷与不足。法律、政策、财政、监管等制度支持是推进农村客运交通福利化的必要保障,农村客运服务项目、内容扩展等服务综合是农村人居环境质量建设的必要延伸。

Rural Passenger Transport means passenger lines which link the city （or county） with townships, towns with towns, towns with villages, as well as lines between the rural villages. Rural passenger transport services is one of the important social indicators of urban and rural human settlement quality evaluation system, and a national strategic initiative to promote the equalization of public services between urban and rural areas. The national policy shows its position of public goods and social welfare. As a series of internal and external constraint factors, the current rural passenger transport has several problems, such as unbalanced regional development, potential safety risks and other major defects and shortcomings. Legal, policy, financial, regulatory and other institutional support are necessary guarantee to promote the welfare reform of rural passenger transportation as public services. Service integration including expansions of contents and items and other services is an essential extension of rural human settlement construction.
