关于提升基层干部财政支农政策落实能力的调查与思考——以山东省菏泽市为例

近年来,国家逐步出台了一系列财政支农惠农政策,但在基层落实上存有不少问题使政策执行大打折扣。提升基层干部支农政策落实能力将对这一问题的缓解起着至关重要的作用。为此,既要着眼当前,加强支农政策培训,保证政策落实需要;还需放眼长远,建立各种保障机制,提供长效提升动力。同时,需要进一步完善财政支农政策,相对提升了其政策落实能力。

In recent years, the country gradually introduced a series of fiscal support policy, to promote the local rural economic development, increase farmers＇income, and improve farmers＇living standards, has played a very important role. At present, because of many aspects, the favorable policies for supporting agriculture on the grass - roots implementation still has certain problem, to promote support agriculture policy implementation ability of grass - roots cadres will relief on this issue plays a vital role. For this, we specially organize a research, in grasping grassroots cadres of Heze City and finance supporting agriculture policy implementation ability for present situation and problems, on the basis of further analysis of the main factors, we put forward effective enhance on the grassro- ots cadres＇ capacity of supporting agriculture policy to carry out the measures and suggestions.
