Analysis of Regulatory Tool“Failure”in China's Food Safety——From the Perspective of Tools of Government

近年我国食品安全事件频发,监管工具"失灵"成为常态。从政府工具的视角探究缘由,影响因素较为复杂,包括工具因素、实施者与目标群体形成的内部环境因素、转型期地方社会生态所构成的外部环境因素,它们对工具的应用产生着不同程度的影响。洞悉各因素发生作用的内在机理,亟需建立监管工具应用的长效机制,优化地方社会生态,具体从价值层面、技术层面、行为者约束及社会环境层面着手,提高食品安全监管工具正确应用的程度,确保食品安全。

Recently the food safety incidents have occurred frequently in China, which usually indicates that the regulatory tools ＂fail＂. From the perspective of tools, you＇ll find that the factors are complex, including tool, in- ternal environment of the implementers and target groups, external environment of the ecology of local society in the transition. They impact the tool with different effects. Analyzing the inherent mechanism of the effect of vari- ous factors, we should establish the long-term regulatory system and optimize the ecology of local society. Specific- ally, we should improve the value, technical level, actors constrains and the social environment. Thus, we can en- hance the level of regulatory tools applied correctly to ensure food safety.
