School/Community Combined Libraries——The Model and Lessons of the Fair Distribution to Foreign Rural Public Library Services

农村地区公共图书服务的非均等化是发展中国家面临的共同难题。为了改变这种非均等化局面,许多国家创办了学校和社区共建共享的联合图书馆,取得了令人满意的效果。借鉴他国经验,我们必须反思传统的地方政府主导的分散式图书服务模式,将农村图书服务提升为国家发展战略,整合和优化资源配置方式,创新管理体制和服务模式。

The developing countries are confronted with a common dilemma of unfair distribution to the rural public library services. To solve the problem, school/community combined libraries have been established in many countries and they are functioning effectively. Learning from the other countries, it must transform the ,scattered distribution to rural public library, innovate the management system and service mode, integrate the re- sources allocation.
