构建我国儿童津贴制度的思考--基于金砖国家的跨国比较被引量：3

摘要本文考察了金砖国家的儿童津贴制度,重点关注这些国家儿童津贴项目的设立、变革的背景以及管理办法。我国儿童津贴缺失,主要原因是:首先,与我国社会保障改革过于重视效率有关;其二,由于长期面临财政收入方面的"硬约束",我国政府一直将社会保障视为社会稳定和经济发展的"助推器"、"稳定器"和"减震器"。构建我国儿童津贴制度须主要考虑资金来源、津贴的类型、津贴的管理等问题。
