构建境外重要矿产资源稳定供应机制的思路建议

面对我国矿产资源供需矛盾突出、进口成本剧增、境外来源地集中等供应问题,提出构建境外重要矿产资源稳定供应机制的思路。认为重要矿产资源包括紧缺的大宗矿产、能源矿产、新材料战略矿产、效益矿产等;提出加强与周边国家合作、强化与非洲国家合作、深化与拉美国家合作、兼顾发达国家的重要区域布局。最后,对于如何推动稳定供应机制给出政府引导、地勘先行、企业跟进、金融推动和基础支撑等五方面建议。
