服务型政府、公众满意度与民意调查——基于中国32个城市公共服务民调的研究

Service-oriented Government,Public Satisfaction,and Opinion Poll——Studies Based on Opinion Poll about Public Services in 32 Chinese Cities

服务型政府意味着政府不仅要提供有效公共物品和公共服务,而且要通过制度安排保障政府成为真正的社会公仆,成为与管制型政府相对的一种新的政府形态。对服务型政府的评价,最终还是要看公众是否满意。通过民调来准确显示民意,保障公民的表达权和评价权,不仅是服务型政府建设的题中之义,也是我国民主政治建设的可行途径。基于对中国32个城市公共服务的公众满意度的大规模调研,可以发现加强政府自身建设是打造服务型政府的关键因素。

Service-oriented government means that the government should not only provide effective public goods and public services, but also should ensure that it is maly a body of civil servants by means of institutional arrangements, so that it is a new type of government different from the control-oriented government. Evaluation of the service-oriented government ultimately relies on whether the public feel satisfied. Opinion poll can be used to accurately indicate the level of public satis- faction, so as to guarantee the people＇s right to express and to evaluate. It is not only part of the agenda of building a service- oriented government,but also an effective path for China＇s democratic polities. Based on the large-scale opinion poll in 32 Chinese cities concerning satisfaction of public services, we can find that the government improvement itself is key to the building of service-oriented government.
