汉江流域水利现代化建设问题探讨

汉江在我国水资源配置及流域经济社会转型发展中承担着极其重要的作用,也是我国实施最严格的水资源管理制度的试点流域。随着经济社会发展以及受全球气候变化影响,汉江流域在资源、环境等方面将面临越来越大的压力,以流域水利现代化建设为抓手,促进区域经济发展方式转变和可持续发展将成为必然选择。分析了汉江流域面临的新形势及实现水利现代化具备的客观条件,归纳并提出了汉江流域水利现代化建设的目标任务和主要内容,以及相关保障措施,以期为流域水利现代化建设提供思路与借鉴。

The Hanjiang River, the only trial basin of implementing the stringent water resources management system in Chi- na, has important role in water resources allocation and transformation development of the basin society and economy. With social and economic development and impacted by global climate change, the basin will face increasing pressure of resources, environ- ment etc. , so, it is a necessary choice to promote the transformation of regional economy development mode for sustainable devel- opment of the basin by carrying out key construction of water conservancy modernization. We analyze the faced new situation and the objective condition of the basin for water conservancy modernization construction, summarize the goals and tasks of water con- servancy modernization construction, and further put forward the main contents of water conservancy modernization construction for the basin and discuss the correlative guarantee measures, thus providing reference for water conservancy modernization con- struction of the Hanjing River Basin.
