长江流域第一次全国水利普查数据质量控制

Data quality control of first national water conservancy general survey of Changjiang River Basin

第一次全国水利普查是一项重大的国情国力调查,是水利发展驱动经济社会可持续发展的重要基础性工作。为了控制水利普查数据质量,长江水利委员会普查办根据国普办质量控制有关文件,制定了《长江委第一次全国水利普查实施方案》、《长江流域第一次全国水利普查质量控制手册》,并负责普查工作组织实施、协调与归口管理,指导和督查长江流域各省的水利普查工作。针对普查工作中清查登记、数据采集、数据审核、汇总分析4个阶段的特点和要求,分别提出了质量控制标准、处理方法及操作规程,确保了长江流域水利普查成果的完整、可靠、准确。

The first national water conservancy general survey is an important survey on the national condition and strength of China, also an important event relating the sustainable development of society and economy. In order to control the data quality of the survey, according to the correlative documents issued by the Leading Office of State Council, the General Survey Office of Changjiang Water Resources Commission that was responsible for the implementation organization, coordination and unified man- agement as well as guiding and supervising the general survey work of the Changjiang River Basin, has made ＂ The Implement Scheme of the First National Water Conservancy General Survey of Changjiang Water Resources Commission＂ , ＂The Quality Con- trol Manual of the First National Water Conservancy General Survey for Changjiang River Basin＂. In the light of the characteris- tics and demands in 4 stages of investigation and registration, data collection, data audit, summary analysis, the quality control standard, data treatment method and procedures were put forward respectively, which have guaranteed integrity, accuracy and re- liablity of the data.
