中速增长时期的产业政策转型——以中国装备制造业为例

Transition of Industrial Policy in the Period of Medium Speed Growth: Take China's Equipment Manufacturing Industry as an Example

中国经济进入中速增长阶段后,如何切实加快推动产业结构升级就显得更为紧迫。本文以中国装备制造业为例,在分析政策效果的基础上对既有产业政策进行了反思。认为对于这种重点突破式的产业扶持政策,政策手段进一步扩展的空间已经不大,而再加大政策力度,其效果又会受到企业行为方式的制约。因此,需要逐步弱化重点扶持型的产业政策,将政策重心转向影响企业行为方式的外部制度环境的建设。

Since China's economy entered the phase of medium speed growth,how to effectively accelerate upgrading industrial structure has become more urgent. In this paper,we take China's equipment manufacturing industry as an example and rethink the existing industrial policies after analyzing the effects of policies. For the type of industrial support policy for key breakthrough,there is little room for its policy instruments to expand further. And if the government further increases the policy efforts,the effect will be restricted by corporate behaviors. Therefore,it is necessary to weaken this kind of industrial policy for major support gradually and shift the policy emphasis to constructing external institutional environment that can affect corporate behaviors.
