摘要
在优化建设方案、设计方案的基础上,在组织实施项目建设的各个阶段,采用项目法人责任制、招投标制、监理制及合同制,使得输变电工程项目建设管理工作规范化,在合理的范围和核定的造价限额内,以求最大效能地运用人力、物力、财力,取得良好的投资回报。
Based on the optimizing of development scheme and designing scheme, at different stages of project construction organization and implementation, this paper adopted project entity responsibility system, bidding system, supervision system and contract system to normalize construction management of transmission and transformation project. In a reasonable range and approved quota, the manpow- er, material resources and financial resources were applied in the most efficient possible way to acquire better return of investment.
