摘要
事业单位养老保险制度改革是我国社会保障制度改革的一个重要内容,如今改革仍在进行中。基于制度正义理论,可以从实质正义和程序正义两个层面来分析,其实质正义性体现在该制度改革致力于实现效率与公平、权利与责任的统一,核心是切实保障职工利益;其程序正义性体现在理念定位的合理性、制度创新的循序渐进性以及以实践检验改革成效的科学性。实质正义性和程序正义性二者是相辅相成的。
Institution's Pension insurance system reform is an important content of establishing a unified and perfect social pension insurance system. Based on the theory of institutional justice, it can be analysed from two aspects: substantial justice and procedural justice analysis. The substantial justice is reflected in the reform of the system which committed to realize the unity of efficiency and fairness as well as rights and responsibilities, and the core of the reform is tO protect the interests of the work- er. The procedure justice is embodied in the rationality of the concept positioning, step-by-step system innovation, and the scientific nature of practice test results of the reform. Substantive justice and proce- dure justice are complementary to each other.
