居民参与大多数冷漠的原因与对策

Indifference Weakening:Reasons and Countermeasures of Residents' Participation in Majority Indifference

大多数居民参与冷漠成为社区发展和社区治理的主要困境。梳理当前社区居民参与的相关研究,提出把居民参与大多数冷漠现象置于社区空间中,采取"回到社区"的研究视角。社区双重隔离、社区居住地单一定位以及社区建设预设居民双重角色非认可、居民参与的全体化原则是居民参与大多数冷漠的原因。提出重新界定居民的社区角色、划定社区建设面向以及重设参与机制等倡导性原则作为弱化大多数冷漠间接对策。

After reviewing the current related researches about community residents participation,the paper put forward that residents ' participation in majority indifference can be researched from a new perspective of community space. Causes of residents' participation in majority indifference are analyzed: the double isolation of community,the single localization of community space, the double roles of potential community residents and the principle of total participation. Finally, the paper discusses the advocation of conceptual principles as indirect countermeasures of indifference weakening: redefining the roles of community residents, prescribing the construction orientation of community and resetting the participation mechanism.
