国内外水业投融资体制改革研究综述

Research Review of Investment and Financing Reform in Water Industry at Home and Abroad

由于城镇化进程不断加速,生态保护日益加强,我国对水产品和服务的需求正在大幅度地增加,然而由于水业基础设施建设的高排他性、低竞争性,水业投资激励不足、融资渠道单一。虽然水业投融资体制改革不断发展,但针对水业的投融资理论研究却付之阙如。本文分别从国内外水业市场化改革、水业规制与投融资、水业私有化与投融资、水业投资风险与收益,国外水业规制机构5个方面对国内外水业投融资理论进行归纳整理,试图为水业产业创新理论梳理出一个较为系统的理论框架,在此基础上进行评述并提出有待进一步研究的方向。

With the acceleration of urbanization and the strengthening of ecological protection in China,the demand for water products and services is increasingly urgent. However, the high exclusiveness and low competition of water infrastructure lead to the insufficiency of incentives for investment in water sector and the lack of financing channels. The investment and financing reform is developing, while the relative theoretical research is comparatively rare. The paper tries to find out a systematic theoretical framework of water industry through summarizing the investment and financing theories at home and abroad from five aspects,which are market-oriented reform of domestic and foreign water industry,regulation and investment and financing, privatization and investment and financing, risk and return, and foreign regulation institution of water industry. Finally,the paper makes comments on the theories and puts forward directions for further research.
