摘要
义务教育援助政策是世界各国解决义务教育公平问题最重要的政策手段,因而对其研究具有重要的理论和现实意义,但这方面的专门研究目前非常少见。论文以政策问题——政策模式——政策工具——政策工具选择条件为研究框架,比较分析了西方主要国家的义务教育援助政策,提出了三种政策模式,这对中国义务教育援助政策选择具有一定的借鉴意义。
The compulsory educational aid policy reflects the issue of compulsory education fairness, because compulsory education is one of the basic functions of the modern states. Itis a critical issue on the theoretical and practical point of view. But there are few specializes researches on it. With the study framework of policy issues-the types of policy-policy tools-constraints ,this paper focuses on the comparative analysis of the compulsory education aid policy among major Western countries and China. It will have a deep significance to improve the quality of the implementation of China's compulsory education policy.
