摘要
为了落实《国家中长期教育改革和发展规划纲要》中"构建灵活开放的终身教育体系"的要求,我国继续教育学习成果认证、积累与转换制度的建设正在起步。基于我国目前各类学习成果认证组织建设的现状,分析国际部分国家(地区)学习成果认证组织实施的情况,本文研究我国继续教育学习成果认证组织与管理体系的建设。其中界定了学习成果认证组织的组织性质、组织目标;构建了多层次的国家继续教育学习成果认证组织系统;设计了认证组织的管理体制、运行机制和管理业务等。这些研究将为继续教育学习成果认证、积累与转换制度的实施、有效运行打下坚实基础。
China is developing its system for recognition, accumulation and transfer of learning outcomes achieved through continuing education. Based on a review on the development of validation organizations in China and the operation of similar organizations in some foreign countries, this article sets out to study Chinese validation organizations and management system for learning outcomes achieved in the sector of continuing education. It defines the nature and goal of these organizations, proposes a system of validation organizations for continuing education outcomes of different levels, and designs the management system, administration mechanism, and services of these validation organizations. It is argued that studies of this kind can lay a solid foundation for effective implementation of recognition, accumulation and transfer of learning outcomes in continuing education.
