摘要
为研究在船舶靠泊作业过程中使港口因船舶偏离作业计划而产生的总损失最小,考虑的船舶作业偏离计划的具体情况包括:船舶到港时间偏差、船舶偏离最佳靠泊位置和船舶延迟离港这几个方面,任何一种船舶不规范作业都会导致相应的港口损失.综合考虑以上各港口损失产生的直接影响因素和基于船舶靠泊历史数据的评价性指标,进行合理的港口损失费率设定.然后,针对连续性泊位分配问题中船舶到港时间、靠泊位置以及离港时间的随机性,建立连续性泊位与岸桥分配模型,目标函数是使港口总损失最小.最后,利用CPLEX软件求解,算例结果表明模型的有效性.
This paper aims to minimizing the loss of ports resulted from nonstandard operations ot vessels during the berthing process. The nonstandard factor mainly reflects in three aspects including deviation of vessels'arrival time, deviation of vessels'berthing position and the delayed departure of the vessels, which will lead to the loss of the ports. The directly influence factors and relevant historical data are considered to set the proper port loss coe- fficients. Then the berth-crane allocation model is formed based on the randomness of the vessels' arrive time, berthing position and departure time. The objective function is to minimize the loss of the port. Finally the solution is found with the help of CPLEX. The case study proves the effectiveness of the model.
