摘要
为推动企业建立符合《企业安全文化建设导则》要求的安全文化建设体系,评述企业安全文化、安全文化载体和安全文化建设等相关的重要概念。在国内外首次明确提出企业安全文化建设体系的概念及其定义:"为有效促进企业安全文化持续发展而建立的一组相互关联的要素的整体"。将复杂的企业安全文化建设体系划分为6个基本维度和1个辅助维度;其中,基本维度包括体系要素维度、体系运行系统维度、安全文化载体维度、安全文化发展维度、企业安全管控维度和企业安全管理专业维度。进而介绍各基本维度之间的结构关系模型,这些维度相互关联,构成企业安全文化建设体系的完整模式。这种模式已在一些企业得到实际应用。
This thesis analyzes and discusses the relevant concepts of enterprise safety culture, safety culture carrier, safety culture developing, safety culture developing system and so on. It specially empha- sizes spiritual and managing attributes of enterprise safety culture developing. It gives six basic and one auxiliary dimensions of enterprise safety culture developing system. The basic dimensions are dimension of system elements, the dimension of production subsystems, the dimension of safety culture carriers, the di- mension of safety culture developing, the dimension of enterprise safety culture controls and dimension of enterprise safety management profession. This thesis further expounds the structural relation models for these dimensions. These dimensions are interrelated and constitute a complete pattern of enterprise safety culture developing system. This pattern has been applied in several enterprises.
