建构与增能:农村社会工作视域下大学生村官的角色与功能——基于上海市X区的实证调查与分析

Construction and Empowerment:The Role and Function of College-Graduate Village Officials Based on Rural Social Work

我国农村社会工作队伍正面临人员不足、职业化和专业化程度低、专业机构难以扎根、本土化研究缺乏等问题,大学生村官在自身的角色定位和发展方向上也面临着诸多困惑。本文基于对上海市X区大学生村官的实证调查,提出了将大学生村官纳入农村社会工作队伍的设想,从大学生村官到农村社工这一角色上的转变可以在充分发挥大学生村官思想与情感优势、学历与素质优势、血缘与地缘优势,同时为大学生村官提供更好地发挥自身作用的工作平台。从自我增能、机构增能和政策增能几方面,对大学生村官从事农村社会工作的增能路径进行了探讨。

Rural social work team in China faces the problems of specialization, inaccessibility for professional institutions, lacking local college-graduate village officials also have various confusions about staff shortage, low research,etc.. At proficiency and the same time, role orientation and development direction. On the basis of empirical study and analysis of X district in Shanghai, this research puts forward a tentative idea of changing the college-graduate village official＇s role to a rural social worker. This change can make full use of the college-graduate village officials＇ advantage in thoughts and feelings, education and qualities, consanguinity and region; it can also give a better working platform for the college-graduate village officials. The path of empowerment of college-graduate village officials can be self- empowerment, mechanism-empowerment and policy-empowerment.
