流出地流动人口计划生育管理问题研究

Research on the Birth Control Management Issues of Mobile Population from Migrant-sending Area

对人口流出地进行计划生育年度考核的调查发现,频繁的人口流动给人口信息登记、核实带来了较大的困难;在应对大规模、跨地区的流动人口方面,流出地在计划生育管理方面存在许多困难。必须建立适合流动人口计划生育管理和服务的动态管理体制,运用科学、有效、人性化的管理手段,加强流出地与流入地政府间合作,以强化流动人口计划生育管理服务。

It is indicated in the investigation of the annual assessment to the birth control of the population from mi-grant-sending area that the frequent migration leads to the issues of the registration and check of population information , and there still exist many issues related to the birth control management in migrant-sending area as to the large scale and trans-regional floating population .It is concluded that it is necessary to establish the dynamic management mechanism suit-able to the birth control management and service for the floating population ,and strengthen the cooperation between the governments in migrant-sending area and migrant-receiving area by use of the valid ,scientific and humanistic management for the enhancement of its management and service .
