摘要
目的以"乡镇卫生院招聘执业医师试点项目"为实例,探索分析影响农村卫生人才吸引留用项目实施效果的影响因素,为此类项目的政策制定及实施管理提供具体的参考建议。方法以项目中招聘执业医师的工资、福利待遇和管理等相关指标作为自变量,以招聘执业医师的满意度、乡镇卫生院相关业务和经济指标作为衡量项目实施效果的因变量,采用最优尺度回归方法,分析影响项目实施效果的因素。结果影响项目实施效果的因素包含9项,可归纳为4类:待遇、编制、培训和管理。结论现阶段我国在制定农村卫生人才吸引留用政策以及开展此类项目时,应重点从提高工资福利待遇、落实编制和制定培训发展计划以及规范项目管理等4个方面入手。
bstract OBJECTIVE Taking "Project of Recruiting Licensed Doctors in Township Health Centers" as a classic case, it explores and analyzes the factors influencing the effect of the projects that are committed to improving health human resources attraction and retention in rural areas,proposes spelific referenles and suggestions fot policg making and implementatibn management for projelts of this kind. METHODS The salaries and benefits of the recruited licensed doctors, as well as some project-management-related indicators, are used as independent variables. The satisfactory rates of the doctors, and related business/economic indicators of township health centers are taken as dependent variables. It study adopts optimal scaling regression analysis method to analyze the factors that influencing the effect of project implementations. RESULTS The influencing factors contain 9 items,which fall into four major categories: income, positions, trainings, and management.CONCLUSlON ecision makers should focus on the following aspects when designing policies or developing project plans regarding rural health human resources attraction and retention: to raise the level of salaries and benefits for grassroots health workers, to register the contracted employees as staff in the formal roster of institutions, to develop training and career development plans for health workers and to strengthen management levels.
