摘要
新修订的《兵役法》把大学生作为重要的高素质兵员,使高校国防教育面临着前所未有的挑战。尽管其对大学生应征条件、待遇等作了新的规定,但实施以来效果并不太理想,其中显现出当前高校在国防教育目标定位上的认知偏差、在国防教育内容形式上的偷工减料、在国防教育组织管理上的主体缺位等诸多缺陷,凸显了创新和发展高校国防教育的紧迫性。为此,建议把国防教育学作为教育学的二级学科,并着力做好国防教育管理体系的顶层设计,完善军训及其课程教学体系的运行模式,扩充高校国防教育监管体系的实质内涵。
The new Conscription Law takes college students as an important competent source of recruits, which brings new situation and challenges to the University Defense Education. Though it includes new terms concerning recruit qualifications and treatment for college students, its practical result is not so encouraging. Deviation in recognizing the objective of Defense Education, inferior teaching materials and insufficient efforts, and lack of organization and management in it highlight the urgency to innovate and develop defense education in colleges and universities. So we suggest building University Defense Education as a secondary discipline under Educational Science. We should concentrate on framing its management system's top-level design, perfect the arrangement of military training and teaching system, expand the intrinsic connotation of University Defense Education's supervision system.
