山西省城镇化进程中失地农民的社会保障研究

On Land-lost Farmers' s Social Securityin Urbanization of Shanxi Province

在山西省大力推进城镇化发展、大力建设社会主义新农村建设的过程中,不可避免的会产生失地农民,而且随着城镇化速度的加快,失地农民的数量也在不断增加。但是这些失地农民并没有得到及时有效的保护。失地农民的社会保障问题已经成为亟待解决的社会问题。主要分析了山西省失地农民社会保障存在征地补偿标准偏低、相应的社保基金不足、对失地农民安置单一,再就业比较困难以及失地农民的土地养老保障权利丧失和各项参保率偏低等方面的问题,并据此分析和研究提出了完善山西省失地农民社会保障制度建设的政策建议,如完善征地补偿机制,加强就业援助促进农民再就业,完善失地农民的基本保障制度体系,加强对失地农民的法律援助和补偿资金监管等。

During urbanization and construction of new socialist countryside, increasing farmers has lost their farming land in Shanxi. However, the prompt and effective measures are far from being satisfactory and their social security situation is becoming more and more serious. The article analyzed problems such as low compensation standard, less social security fund, single resettlement, difficult re--employment and so on. It also tries to offer some possible countermeasures as improving land compensation mechanism, strengthening employment and reemployment assistance for farmers, improving the basic security system, strengthening legal aid and compensation funds supervision.
