张之洞的监狱改良思想与实践探微

Exploration on the Thought and Practice of Zhang Zhidong's Prison Reform

晚清重臣张之洞对近代中国监狱改良贡献重大。他在《遵旨筹议变法谨拟整顿中法十二条折》中痛陈中国旧式监狱之种种弊病,提出了改良监狱的九大主张,开启了近代中国监狱改良理论之先河。其一手倡建的湖北省城模范监狱采用西式监狱的模式来管理和改造囚犯,成为清末监狱改革的标杆。

Zhang Zhidong, an important official of the late Qing, made great contribution in accomplishing prison reform of modem China. In his ＂Zunzhiehouyibianfajinnizhengdunzhongfashierzhe＂ , he stated various mala- dy of Chinese old prison with profound grief, proposed nine ideas of prison transform, opened up theories of Chi- nese prison transform. Hubei provincial model prison, a new benchmark of prison reform in the late Qing imitated by Zhang Zhidong, adopted western prison mode to manage and rehabilitate prisoners.
