国际人权法上具有多个个人申诉机制,该机制是国家报告制度和其他制度的有效补充。其特点主要是具有国家任择性,独立于缔约国之外,具有公正性和独立性,审理个人申诉案件采用准司法程序,具有广泛的普遍性等。个人申诉机制的这些特点表明了该机制对于一国来说具有可接受性。

The international human rights law has a plurality of individual complaints mechanism ; the mechanism is an effective supplement to national reporting system and other systems. The main feature is its national option, in- dependent of the parties, impartiality and independence, the judicial proceedings, and extensive universality etc. These characteristics of individual complaints mechanism show that the mechanism is acceptable for a country.
