建设用地有效需求评价探究

A Research about Assessing Effective Demand of Construction Land

研究目的:构建建设用地有效需求评价体系,通过定量化评价得到建设用地有效需求数据。研究方法:特尔斐法,层次分析法,理想值比例推算法。研究结果:①建设用地有效需求评价体系应由项目有效性评价系统和项目用地效率评价系统两部分组成;②建设项目有效性评价应从社会效益、经济效益、生态效益三个维度来筛选指标构建评价体系。研究结论:达到标准项目有效性评价和项目用地效率评价标准的建设项目用地需求为建设用地有效需求。

The purpose of this study is to build an evaluation index system assessing effective demand of construction land and get the data of effective demand of construction land by quantitative evaluation. Research methods are Delphi method, AHP and the reckoned method based on the proportion of ideal value. The results show that 1 ）Effective demand for construction land evaluation system should be Consist of the project effectiveness evaluation system and the efficiency of land for the project evaluation system. 2）The indexes of project effectiveness evaluation system should be developed with three dimensions,such as social effect,economic effect, ecological effect. The paper concludes that land Demand for construction projects that compliant the standards of project effectiveness evaluation and efficiency of land for the project evaluation is effective demand.
