油气资源型城市“非油”高新技术发展之路——以新疆克拉玛依市为例

How the Oil & gas Resource-oriented City Takes a Road of Non-oil High-tech Development-Case Study on Karamay City of Xinjiang

石油与天然气的不可再生性,使以油气工业为主导的资源型城市不可避免会面临油气储量不断减少、累积碳排放量增高、生态环境不断恶化的局面。石油资源型城市要摆脱对油气产业的依托,发展"非油"高新技术产业是实现产业结构转型的有效路径。以新疆克拉玛依市为例,根据产业经济发展理论和国外石油资源型城市成功转型的经验,指出了"非油"高新技术发展产业的选择,提出了建立和完善相关支撑保障体系的建议。研究认为:新能源新材料产业、信息产业、金融业、物流运输业和旅游业是未来克拉玛依市高技术和新兴产业发展的重点选择。

The non-renewability of oil and gas makes oil & gas industry-dominated cities inevitably face continuous decrease of oil and gas reserves, increase of cumulative carbon emissions and constant deterioration of environment. If oil resource- oriented cities want to rid of independence on oil-and-gas industry, developing non-oil high-tech industry will be an effective way to implementing the industrial structural transformation. Taking Karamay city of Xinjiang as an example, based on industrial economic development theory and successful transformational experience of foreign oil resource-oriented cities, in this paper, the choice of developing industry relying on non-oil high-tech is proposed; and suggestions on building and perfecting relevant support security system are offered. The study suggests that new energy and new material industry, information industry, financial industry, logistic transportation and tourism will be Karamay city's preferable choice for high-tech and emerging industry development.
