基于循环经济的资源环境定价策略研究——以煤炭行业为例

Pricing Strategy of Resources and Environment Based on Circular Economy:a Case Study of coal industry

煤炭资源是我国经济发展的命脉,但其开采、加工等环节均会给环境带来一定的破坏。中共十八届三中全会明确指出,要紧紧围绕建设美丽中国深化生态文明体制改革,加快建立生态文明制度。因此,在煤炭行业实施循环经济已迫在眉睫。以我国煤炭行业为例,以原生资源价格、再生资源价格、排污权价格等资源环境价格体系主要构成要素为研究对象对我国资源环境定价策略进行深入探讨,旨在通过资源环境定价策略促进我国煤炭行业大力发展循环经济,为生态文明建设作出积极贡献。

Coal resources are the lifeblood of China＇s economic development, however, handling and mining resources will bring certain destruction to environment, the Third Plenary Session of 18th Central Committee pointed out that China should focus on building beautiful China and deepening ecological civilization reform to accelerate the establishment of the system of ecological civilization. Pricing strategy based on circular economy is discussed by this paper, which makes the raw resource prices, renewable resource prices, the price of emission rights, resources tax and price subsidies and other elements of the price system to be the main research objects .Then Suggestions are proposed by the paper in order to promote the devel- opment of circular economy in China＇s coal industry.
