荒漠化治理的问题与对策——以内蒙古锡林郭勒盟荒漠化治理为例

Problems and Countermeasures of Desertification Control: ——A Case Study of Xilingol League,Inner Mongolia

文章以内蒙古自治区具有代表性的锡林郭勒盟荒漠化治理为例,结合实地调研和现状分析,对荒漠化治理问题做出探讨。结果发现:目前该盟荒漠化治理面临的主要问题是自然气候条件因素治理规划不统一、过度放牧、专业研究欠缺以及资金缺口等。文章认为,应充分发挥政府的主导作用,标本兼治,通过养草治沙、创新治理模式等全面改善荒漠化地区的生态环境。

China is one of the countries with serious desertification problems in the world. Taking Inner Mongo- lia Autonomous Region Xilingol League desertification control as a representative example, this paper probes into the issue of desertification control based on field research and analysis. The results show that at present, the main prob- lems of desertification control in this league include the lack of unified management planning on natural climate con- dition, overgrazing, the lack of professional research as well as the funding gap, etc. The authors hold that the lead- ing role the government should be given full play so as to improve the ecosystem in the desertification areas compre- hensively through grass planting and innovative control modes.
