摘要
新世纪以来,我国高等学校的教授们成为经济社会文化生活中的重要群体和阶层,通过政府部门和学校内部各种专家委员会以及自己独立的教学科研活动,实现着自己的学术权力。可是,学术界、教育界始终坚持认为,高等学校内部的政治权力、行政权力过于强势,学术权力没有充分的实现途径,其中主要原因在于高等学校内部政治权力、行政权力、学术权力执行者存在身份同一性或者交叉性,造成了权力分配和实现的路径冲突。当然也不排除行政权力过于强势,但如果学术权力过于强势,后果可能更为严重。最好的路径是修改《高等教育法》,明确学术委员会的具体职能、权限以及实现学术权力的程序。同时各高校应当制订学术委员会章程,明确学术委员会会议的议事范围、权力实现形式和程序。
In the new century ,professors in universities become a significant group in social life .They exer-cise thier own power by kinds of committees ,teaching and scientific research activities .While academic circles and educational circles usually believe that the political power is so strong that academic power can not be fully realized because the executors of political power ,administrative power and academic power are the same one ,leading to the conflicts for power allocation .It will be more serious if the academic power is too strong .The best way is to amend the Higher Education Act ,making sure the function and authority of academic committee .All of the universities should formulate academic committee regulations to make sure the power and process of academic committee conference .
