摘要
基本公共服务均等化的要义在于保障和改善民生,促进社会公平正义,让全体国民共享改革开放的成果。运用文献资料、观察、访谈、理论分析等研究方法,对基本公共服务和基本公共服务均等化定义的本质属性进行了解析,以此为基础,界定了基本公共体育服务与基本公共体育服务均等化的概念。在财政学视角下,探究了基本公共体育服务均等化的公共产品理论、公共选择理论和外部性理论基础。
The significance of the equalization of basic public sports service is in guaranteeing and improving the people's livelihood,promoting social fairness and justice and enjoying the fruit of reform and opening to the outside world by all Chinese people.The methods of literature review,observation,interview and theoretical analysis are used.The author explains the inherent quality of basic public services and the equalization of basic public services.Based on that,the author defines the concepts of basic public sports services and the equalization of basic public sports services.Then from the perspective of public finance,the author explores the theoretical bases of the equalization of basic public sports services which based on public goods,collective choice,externalities.
