上海全面深化改革的主要思路:1.明确两大战略目标,即:完善中国特色社会主义制度体系;完善社会主义现代化国际大都市治理体系和提升治理能力。2.强化三大核心任务,即:创新中国(上海)自由贸易试验区制度体系;加快转变各级政府的职能;推进新一轮浦东综合配套改革。3.聚焦六大重点领域,即:建立统一开放、竞争有序、公平有效的市场体系;建立事权、财权和支出责任相匹配的现代财税体制;建立开放包容、多元竞争的文化体制机制;建立党委领导、政府主导、多方参与的社会治理体系;建立平等参与、共同分享的城乡发展一体化体制机制;建立系统完整、区域联动的生态文明制度体系。

The main idea of comprehensively deepening reform in Shanghai are as follow： firstly, to clear two strategic goals, that is perfecting China socialist system, improving the socialist modernization management system of international metropolis and enhancing the governance capability; secondly, to strengthen the three core tasks, that is innovating Shanghai Pilot Free Trade Zone, speeding up the transformation of government functions, and promoting a new round of Pudong comprehensive reform~ thirdly, to focus on six key areas, that is, establishing a market system with unified and open, competitive and orderly, fair and effective, establishing a modern financial system matching with powers, purse, and responsibility of expenditure, establishing culture system which is open and inclusive, with pluralistic competition, establishing social governance system led by the Party committee, managed by government, multi--party participating, establishing a mechanism which is equal participating and sharing, integrating urban and rural development, establishing an ecological civilization system with complete system and regional linkage system.
