云南农业节水改造项目经济效益后评价--以蜻蛉河大型灌区为例

Post-evaluation of Economic Benefits of Agricultural Water-saving Reform Project in Yunnan Province ——A Case Study of Qinglinghe large irrigation district

针对目前农业节水改造项目经济效益后评价缺乏科学评价手段的问题,提出了适用于农业节水改造项目特点的综合经济后评价指标体系和评价方法。以蜻蛉河大型灌区为例,运用前后对比法对蜻蛉河大型灌区的经济效益进行分析评价。结果表明:该项目在经济上是可行的,但实际经济效益比预测的效益差,财务盈利能力比较差;用该体系及方法对蜻蛉河大型灌区的经济效益可以做出比较科学、合理的评价;该体系和方法能够全面抓住影响项目经济后评价特征的要素,简便易行。

Aiming at the problem of lacking of scientific evaluation measure of post-evaluation of economic benefits of agricultural water-saving reform project, this paper puts forward a comprehensive economic evaluation index system and evaluation method, which is suitable for the characteristics of the agricultural water-saving reform project. Taking the Qinglinghe large irrigation district as an example, using before and after contrast method, this paper analyzes and evaluates the economic benefits. The results shows that the project is feasible in economy, but the actual economic benefits is poorer than the predicted benefits, financial profitability is bad; with the system and the method, more scientific and reasonable evaluation for the economic benefits of Qinglinghe large irrigation district can be made; the system and the method can fully grasp the factors affecting the economic evaluation of the project and was simple, accurate and reliable.
