外商直接投资在华发展迅速,中国已成为吸引FDI最大的发展中国家,面对资源、环境等瓶颈约束日益明显的新形势,通过分析中国利用外商直接投资的现状发现中国利用外资存在着结构失衡、引资成本过高、大量国有资产流失、效果欠佳等问题。为更好地利用外资实现产业结构转型升级,应在保持规模的前提下提高利用外资的质量,改善整体投资环境,扩大服务业利用外资规模以及推动外资企业在华上市。

Foreign Direct Investment （FDI） in China is developing rapidly, and China has become the largest developing country in terms of attracting FDI. The new situation is that resource and environment restrictions are becoming more and more obvious. Based on the analysis on the utilization situation of FDI in China, several problems are found out existing in the FDI utilization, including struc- tural imbalances, rather high investment cost, the loss of a large number of state - owned assets and poor effects. Several countermeas- ures are put forward for the better utilization of foreign capital to achieve industrial structure upgrading.
