浅议动植物检疫处理体系的建设 被引量:5

Discussion on construction of the entry-exit animal and plant quarantine treatment system

摘要 本文通过系统阐述检疫处理的概念与特征,实证分析检疫处理在构建疫情疫病防控体系、动植物检疫技术支撑体系、生态文明建设与和谐社会协调发展中所发挥的作用,强调了检疫处理重要性与不可替代性,明确了检疫处理是动植物检验检疫不可分割的组成部分。针对检疫处理如何满足形势发展需要,深度融入有中国特色动植检体系,认为动植物检疫处理体系的建设应严格执行检疫处理工作依据,科学制定检疫处理技术标准,着力培养检疫处理人才队伍,加强检疫处理技术研发与应用,并明确检疫处理主体责任。 Through systematical elaborations of the concepts and characteristics of quarantine treatment, the roles of quarantine treatment is analyzed in the constructions of animal diseases and plant pests prevention and control system, entry-exit animal and plant quarantine technical support system, and ecological civilization and harmonious society coordinated development. The importance and irreplaceability of quarantine treatment are emphasized. That it is an integral part of the entry-exit animal and plant inspection and quarantine is made clear. Facing the needs of situation, and the merging the entry-exit animal and plant inspection and quarantine with Chinese characteristicsl the construction of quarantine treatment system should be implemented on the bases of strictly following quarantine treatment, scientifically making technological standards of quarantine treatment, strongly training personnel of quarantine treatment, strengthening research and application of quarantine treatment technology and making clear of responsibility of quarantine treatment.
